UITP is the world’s largest public transport association, uniting 2,000+ members across 100+ countries around a shared ambition: advancing sustainable urban mobility.
The challenge called for strategy, not just communication.
The context in which UITP operates has undergone a structural shift. Climate targets have raised expectations on the sector, funding pressures have intensified competition for public and private investment, and political narratives around sustainability have become increasingly polarised across regions. In this environment, public transport is no longer a neutral topic. It is debated, contested, and often instrumentalised.
For UITP, the challenge was therefore not limited to visibility or communication performance. It was fundamentally about maintaining legitimacy and influence across markets where the conditions for relevance are no longer shared.
This external pressure was compounded by internal dynamics. As a member-led organisation, UITP needed to simultaneously retain existing members who expected tangible value, convince stakeholders with diverging priorities, and ensure coherence across a decentralised network of teams, regions, and communication channels.
The core challenge was therefore structural: how to build a communication approach capable of sustaining a unified positioning, while remaining adaptable enough to reflect local realities and stakeholder expectations.
Three strategic priorities shaped the engagement: strengthening UITP’s influence among policymakers and economic stakeholders, deepening engagement with existing members, and expanding the membership base while driving attendance at the UITP Global Summit 2025 in Hamburg.

Strategic Insight
One vision, many voices
Across the transition landscape, purpose-driven organisations face a shared pressure: their core message, sustainability, collective action, long-term thinking, is being tested by competing economic narratives. For UITP, this meant operating in markets where some of its most important audiences were drifting from the values it champions.
UITP needed an approach that mapped country-by-country sensitivities, identified the gap between what audiences prioritise and what UITP communicates, and translated the value of membership into terms that resonate differently depending on context.
This became the strategic backbone of everything MOJO Agency built. We designed a framework flexible enough to speak precisely to each market, while keeping UITP’s identity and authority intact.
The collaboration also revealed something more structural: UITP’s communication challenges were inseparable from its organisational ones. Fragmented processes, unclear guidelines, no unified content strategy, teams working in parallel without a shared framework. Addressing the communications meant addressing what was behind them.

Strategic partnership
MOJO Agency’s engagement with UITP was structured around three interconnected layers: strategic advisory, campaign activation, and structural communication support.
Layer 01 — Strategic Advisory & Workshop Facilitation
In January 2026, MOJO facilitated a strategic workshop with UITP’s marketing and communications leadership, bringing key stakeholders together to tackle the questions that mattered most: how to retain and recruit members, reinforce UITP’s global positioning, and build a consistent voice across all channels and teams.
Led by MOJO’s Strategic Director, the session surfaced strategic gaps and produced a concrete action plan with prioritised recommendations across content strategy, brand identity, thought leadership, and communication processes.
Layer 02 — Campaign Strategy & Activation
In parallel, MOJO Agency designed and piloted three data-driven digital campaigns across LinkedIn, Meta and Google, each addressing a distinct strategic objective and calibrated to a specific geographic context.
The first campaign targeted membership growth in North America, reaching transit executives, mobility policymakers and infrastructure leaders with messaging adapted to a market where the economic case for membership often needs to come before the sustainability argument. The second drove ticket sales and sustained anticipation for the UITP Global Summit 2025 in Hamburg. The third focused on membership growth in Central Europe, a region where the sustainability narrative is under particular political pressure, requiring careful calibration of UITP’s value proposition around knowledge access, peer connection and advocacy influence.
Rather than promoting UITP or its events in conventional terms, the campaigns put the spotlight on the people and organisations shaping mobility’s future, positioning UITP as the place where that community comes together.
Layer 03 — Ongoing Strategic Alignment
Beyond the initial workshops and campaigns, MOJO Agency embedded its strategic support into UITP’s ongoing operations, advising on conversion tracking, digital infrastructure, and channel effectiveness. This ensured continuous alignment with day-to-day decisions and audience targeting, turning strategy into an ongoing performance lever rather than a one-off output.
The method: precision at scale
Across all three campaigns, a consistent methodology applied: geographic optimisation, message validation through A/B testing, and performance-led budget arbitration. Underperforming markets were cut. Budgets were reallocated toward regions showing the strongest intent signals. Creative was refined continuously based on engagement and cost data.



Results & Impact

Across three campaigns in 2025, MOJO Agency delivered close to 100,000 clicks, reaching nearly 1.8 million people and generating over 4.4 million impressions.
The membership campaigns reached twice the expected audience, with an overall click-through rate of 0.96% (2.17% including YouTube), rising to 5.81% in the consideration phase on Meta, well above sector benchmarks for B2B association marketing. The Summit campaign delivered a CTR of 3.41% (8.52% with YouTube) and 10.23% in the consideration phase on Meta. The UITP Global Summit 2025 sold out within days of the campaign’s peak.
The strategic workshop produced a concrete action plan directly usable by UITP’s internal teams, with a prioritised roadmap spanning content strategy, brand consistency, thought leadership and community management. Team members who weren’t in the room reported that the conclusions had been actively worked on internally, and that the workshop had genuinely moved things forward.
Beyond the individual deliverables, UITP now has a strategic partner that understands its complexity and has earned the trust of its leadership. The partnership continues.
